Follow-Me hints aren't amicable to Adhoc devices

Description

The hints need to be generated with featurecodes linked to devices not users, and then the custom devstate values set for the devices that are linked to the user (and added or removed when a user logs into/out of a device). That allows a Follow-Me BLF to be on and adhoc device and represent the user that is logged in. While at it, add to follow-me the ability to change a user's setting remotely since right now it depends on the ${AMPUSER} value to toggle it.
