enumlookup.agi fails to deal with enum zone outage gracefully

Sorry I don't have any patches yet, but a few weeks back e164.info name servers were unreachable and this caused enum lookups to hang for a considerable time before ultimately timing out.

Ideally the different trees should be searched in parallel, not sequentially, although I'm not sure how results from multiple trees could or should be handled, however all lookups should have a hard limit of say 2 to 5 seconds, and then continue as if no results were returned from that tree etc.

I've listed this bug as major, however outages seem infrequent so this problem may have only had minor impact on users, but its a case of when things go bad they really go bad.
