Voicemail symlink not being created, MWI broken

Description

TB 1.2.3, freePBX 2.2.1, running under deviceanduser mode:

If voicemail is added to an existing user after the user has been created, the symlink in /var/spool/asterisk/voicemail/device is not created. If voicemail is enabled while adding a new user, the symlink is created as expected.

the symlink is not created until the first time someone access the voicemail either creating their messages or getting a call, it is then created. That appears to be what I observe. If there is an issue - please test and make sure it is really broken vs. the symlink appearing not to be there - and give repro details and what the consequences are. Thanks.
