Description

This patch allows one to select "general" as the Directory context in an IVR menu, which means that the directory AGI will load all contexts into the directory tree. Also updates DHTML tooltop to reflect this.

Not sure if there was a reason to exclude the "general" vm context before this, but I needed this feature for a global directory. Seems like it might be a useful option for others.

I have tested this myself successfully, but additional testing would be prudent.
