Module Admin does not delete old unused file

Description

when installing a new module update, the tarball is exploded meaning any previous files not needed remain. They should be removed.

there are some issues in during normal installs/upgrades also. Coming from old builds like early AAH ISO's, there are old functions.php that get left around that acutally break things like ARI.

moving to svn head:

need to decide how to address 'housekeeping' wrt to module_admin especially now that we have framework. Either we consider more of a package management system keeping databases of files (doubtful), put the responsibility on install scripts, or other?

since 2.3.1 it now replaces a modules directory with the new downloaded module instead of just exploding over the old directory (which resulted in old files being left).
