Don't hide password field in ampusers if AUTHTYPE != database

Description

If there are any users defined, then you can ONLY log in as those users. If users are created before setting AUTHTYPE=database, then they have no passwords, and you can't log into them, AND you can't use AMPDBUSER/AMPDBPASS because users exist.

A simple solution to this is to simply not hide the password field, and just indicate (similar to how it does now) that the password field has no effect. At least that way, users could be created first, then switch to AUTHTYPE=database, and then it will work as expected.
