Add an "additional settings" section for devices

Description

It would be really nifty to have an "Additional settings" textbox for each device type so that we can add individual SIP/IAX2 configuration settings on a per-device basis (like language, for example).

on second thought, what else would we add other than language?

Many, many things. All the stuff that's available in the general sip.conf. E.g. "directrtpsetup" because rtp passthrough still lacks. I don't want to argue, just still wondering why there's no stuff like that, while we get the same at trunk level.

language does not belong with the device in most situations, it belongs with the user and that will be addressed differently. There are times when this would be useful but deferring until after 2.4 as it is below the cut line at this point.

when we redo the device/users stuff we will look into configuration ability for new fields. If you need to do this now you can do it in sip_custom_post.conf (or equivalent for iax) using formats like:

[222](+)
my_additional_setting=value
