module to provide 'hangup', 'SIT tone', 'hold forever' destinations

Description

This module should just provide destinations for routing calls that do something specific, with the idea of dealing with unwanted calls. Originally described in #518.

Destination ideas:

  • hangup - just hangs up on the user, nothing else
  • congestion - plays busy tone
  • SIT - plays SIT tone (Zapateller)
  • hold forever - places the call on hold, perhaps timing out after a certain amount of time

Overall, quite simple, probably doesn't even need any GUI (with the exception of setting the hold timeout value? IMHO this is probably not worth the effort)

Here is my little contribution

I had no ideas about the name, better ideas are welcome !!

Don't know in detail how each channel handles busy and congestion signal, by now I included both possibilities

I think this module is so simple and useful that it should be integrated in core. Or maybe it could be merged with miscdests, just to avoid to have too many modules
