Wrong time on Voicemail and Asterisk

I have a remote site that is running Trixbox with FreePBX 2.4
The System time is correct - confirmed with the command 'date', plus within Webmin
The problem is that the time getting stamped on the Voicemail is 6 hours fast. When doing a *60, it's also the wrong time.
I went through and followed the instructions that Bill Ford posted in Trixbox:

but that didn't fix it.
So I guess my question is -
Is it a Trixbox issue - or is it Asterisk? By doing a *60 and getting the wrong time - what changes need to be done - where is FreePBX/Asterisk getting the time from?
