VMX Locator Not Working

I am running FreePBX 2.3.1.0 and I'm having an issue with the VMX Locator transfering calls when I press option 1 or 2. It works fine when I press 0 for the operator. Has anyone experienced this problem and know how to fix it?

Create an unavail message
